Diplomatic relations




Diplomatic relations 1… states may be established by friendly 2…of any form between their governments; but permanent diplomatic relations 3… considered to exist only with establishment 4… a diplomatic mission, or preferably with the exchange of diplomatic 5… These are established by mutual 6… and on the basis of a mutual 7… of the functions that 8… be undertaken by the mission.

Apart from their diplomatic functions, 12… of the diplomatic staff of mission may also act in a consular capacity.

There are 3 classes of 13… of Mission. Ambassadors belong to the first class. Usually the Ambassador is 14… Ambassador Extraordinary and Plenipotentiary. Envoys, Ministers belong to the second class and 15… to the third one. A head of mission is appointed to a 16… on the approval of the receiving 17…. A head of mission is provided with credentials to prove his authenticity to the Head of the State to which he is 18…. A head of mission will, save in most exceptional 26…, have the nationality of the state he is 27…; but this requirement does not necessarily apply to his 28…. (In many diplomatic services officers may be given special 29… to marry foreign nationals provided the circumstances and the particular nationality involved are such that they do not in any way 30… or interfere with the officer’s 31…).

The members of the diplomatic staff of a mission should in principle be 32… of the state they serve, but in 33… cases they may be nationals of the state in which the mission is 34….

A diplomatic mission is established in the 35… of a state; additional offices forming part of the mission may only be established in other 36… of the state if special permission is given by that 37….
