Ukraine court boosts powers of President Yanukovych

Ukraine's constitutional court has boosted the powers of President Viktor Yanukovych by reversing a reform introduced in 2004.

It ruled that the reform, which curbed presidential powers in favour of parliament, had been unconstitutional.

The move had given parliament the right to name the prime minister and most of the cabinet members.

Mr Yanukovych won the presidential election in February on a strongly pro-Russian platform.

The court's decision does not come as a surprise and was widely predicted in the local press, the BBC's David Stern reports from Kiev.

Still, it marks a watershed in President Yanukovych's steady consolidation of power, our correspondent says.

It means that Ukraine has once again become a presidential republic, as it was under President Leonid Kuchma, who led Ukraine until the events of 2004 (01.10.10).

Islamist gunmen have stormed a hotel close to Somalia's presidential palace and killed at least 32 people, including six MPs.

The BBC's Mohammed Olad Hassan in Mogadishu says the men were disguised as government soldiers.

They approached the Muna hotel, opened fire on a guard, then one of them blew himself up inside the building.

Sheik Ali Mohamud Rage from the al-Shabab Islamist militia said its "special forces" were behind the raid.

The hotel attack comes on the second day of heavy fighting between al-Shabab and troops of the transitional government, who are backed by the African Union.

Our correspondent says the Muna hotel is popular with government officials, because it is in a government-controlled area and security was seen as tight.

Deputy Prime Minister Abdirahman Ibbi told the BBC Somali Service that the suicide attacker had blown himself up using a hand grenade.

As well as the six MPs, five government officials and 21 civilians were killed (24.08.10).

Sri Lankan MPs have approved proposals to let President Mahinda Rajapaksa seek an unlimited number of terms, in a move critics say could lead to dictatorship.

The constitutional amendment also hugely boosts the president's powers.

Amid protest and counter-protest in the capital Colombo, MPs in the 225-member parliament voted for the proposals by 161 to 17 against.

The main opposition United National Party boycotted the vote, but many of its MPs voted with the government.

The lifting of the two-term presidential limit allows Mr Rajapaksa to stand again in 2016.

The amendment also empowers him to appoint all the top judges and commissioners for elections, human rights and other affairs, unfettered by any legal veto.

The office of the Sri Lankan president has just become significantly more powerful.

The constitutional amendments passed by MPs with a massive majority remove the limit on how many times the president can stand for election and boosts the powers of the head of state. In the end, the already weakened main opposition party boycotted the debate and the vote. That gave the government a resounding victory in the chamber (08.09.10).
