The Federal Assembly is the representative and legislative body of the Russian Federation. The Federal Assembly consists of two chambers: the Council of the Federation and the State Duma.

The Council of the Federation consists of 166 members. It includes two representatives from each subject of the Russian Federation: one from the legislative and one from the executive body of state authority.

The State Duma consists of 450 deputies. The State Duma is elected for a term of four years now. From 2011the deputies of the State Duma will be elected for a five year term following constitutional amendments agreed by Parliament in November 2008.

A citizen of the Russian Federation over 21 years of age and with the right to participate in elections may be elected the deputy of the State Duma. One and the same person may not be simultaneously a member of the Council of the Federation and a deputy of the State Duma.

Deputies of the State Duma work on a permanent professional basis.

Members of the Council of the Federation and deputies of the State Duma possess immunity during the whole term of their mandate.

The Council of the Federation and the State Duma hold separate sittings. Sittings of the Council of the Federation and of the State Duma are open. In some cases the chambers have the right to hold closed-door sittings.

The executive power in Russia is exercised by the Government of the Russian Federation.

The Government of the Russian Federation consists of the Chairman of the Government of the Russian Federation, Deputy Chairman of the Government of the Russian Federation and federal ministries.

The Chairman of the Government of the Russian Federation is appointed by the President of the Russian Federation with the consent of the State Duma. The President also appoints the Deputy Chairman of the Government of the Russian Federation and federal ministries on the proposal of the Chairman of the Government of the Russian Federation.

The Chairman of the Government of the Russian Federation determines the guidelines of the activities of the Government of the Russian Federation and organizes its work.

The decisions and orders of the Government of the Russian Federation are obligatory for fulfillment in the Russian Federation.
