President Orders Cabinet to Draw Up Military Reform.

 

President has ordered the Cabinet to draft a bill reducing compulsory army service from two years to one from 2008, a presidential spokeswoman said Friday.

President also ordered amendments that would abolish many exemptions from compulsory service and would allow contract soldiers who served at least three years to enter colleges and universities without taking entrance exams.

Defense Minister created an uproar nearly a year ago by calling for exemptions to be canceled for students who undergo training as reserve officers.

The ministry, however, released a drastically shortened list of colleges and universities that will be allowed to provide military training to students starting next September. The number of approved schools is to drop from 229 to 25 by 2010.

In his annual address to parliament last week. President declared the “modernization of the armed forces” to be a prime national priority. President
address – the last before he runs for a second term – was essentially a re-election manifesto, spelling out the main points of his future campaign. President promised things that the majority of voters would like to hear: that after 2008, conscripts will serve one year instead of the present two; that Russia will be a strong, powerful country with a well-armed professional military; that by 2007 all “permanent combat readiness units” will be manned by contract soldiers.

President announced that the military would be rearmed with new weapons, including new “strategic” ones. It was stressed that without a strong military Russia cannot be “competitive” state.

Dozens of young men have been rounded up in recent weeks as part of a joint operation by the Moscow police and the city’s military enlistment offices aimed at fulfilling their quota for the ongoing army draft. The draft began Oct.1 and will last until the end of December.

“Rounding up army dodgers is a standard police procedure in Moscow.
“In many cases, boys who have official waivers are forcibly called up”.

Since the beginning of December, the Moscow Soldiers’ Mothers Committee has registered 15 complaints from parents of conscripts who were forcibly brought to enlistment offices, from their homes or after being rounded up in the metro. Six of them were full-time university students who can’t legally be called up to military service.

Under the law, police may intervene in rounding up draftees only when a conscript doesn’t appear before a voyenkomat without a reasonable excuse after being handed the call-up notice.

However, the law is often violated by police and voyenkomats, desperate to collect the requested number of men for the draft.

Furthermore, conscription itself is a widely detested practice that President
has promised to end within the next decade as Russia moves to build up
a professional army.
