Ambassador Natalia Zarudna

Head of Centre

Ambassador Natalia Zarudna was appointed the Head of the OSCE Centre in Astana in December 2011.

A Ukrainian career diplomat, she served as Ambassador Extraordinary and Plenipotentiary of Ukraine to Germany in 2008-2011 and to Denmark in 2004-2008. From 2003 to 2004 she was Ambassador-at-Large, focusing on environmental issues, humanitarian and cultural co-operation.

In 2002-2003 as a Deputy State Secretary (Deputy Minister) for Foreign Affairs she was in charge, inter alia, of humanitarian, social and cultural affairs, national minorities and anti-Semitism issues, information and communications policy, and represented Ukraine in different international conferences and forums under the auspices of the UN, UNESCO, OSCE, Council of Europe, NATO and EU.

She is fluent in English, Spanish and Russian and has a working knowledge of French and German.

OSCE Permanent Council Decision No. 797 of 21 June 2007 renamed the Centre in Almaty to the Centre in Astana. According to its new mandate, the Centre in Astana shall:

• Promote the implementation of OSCE principles and commitments as well as co operation of Kazakhstan in all three OSCE dimensions within the OSCE framework approach to co-operative security and in the regional context;
• Facilitate contacts and promote information exchange between the authorities of Kazakhstan and the Chairman in Office and OSCE executive structures and institutions, as well as co-operation with international organizations;
• Establish and maintain contacts with central and local authorities, universities and research institutes of the host country, as well as representatives of civil society and NGOs;
• Assist in arranging OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
• Provide assistance to the Government of Kazakhstan, such as raising awareness on OSCE activities, training of designated Kazakh officials, and providing advice on the OSCE to relevant official structures, facilitate information exchange between OSCE institutions and relevant state agencies on OSCE activities.

The OSCE Centre in Astana performs the following tasks:

• promoting the implementation of OSCE principles and commitments as well as the co-operation of the Republic of Kazakhstan within the OSCE framework;
• facilitating contacts and promoting information exchanges with the Chairman-in-Office, other OSCE institutions and the OSCE participating States in Central Asia as well as co-operation with international organizations and institutions;
• establishing and maintaining contacts with local authorities, universities, research institutions and NGOs;
• assisting in arranging OSCE regional events.
