Astafiev Boris A., D.Med., Grand Ph.D., professor, is academician of the International Informatization Academy, active member of the New York Academy of Sciences, is the author more 150 works on different problems of the theory of evolution, philosophy, the theory of catastrophes, sociology, parasitology, ecology, forensic medicine, including 6 monografs, 2 books, co-author of instruction handbook.

Structural-functional theory of World organization is developped.

The formula of creation - Genom of the World - was discovered, namely:

where e₁ - energy of the mass of atom of hydrogen minus its 0,0076135 part, e₂ - energy of the mass of atom of hydrogen plus its 0,0076135 part; P_q - introduced by the author in 1996 quantum constant that equals 1,05458846... (elaborated Plank constantћ = 1,05459 · 10^–27 erg · sec multiplied by 10²⁷ and without specifying proportions); p = 3,141592653... -spheric costant; F = 0,618033989...- golden section constant.

Genom of the World is the main law of the World that establishes the structural-functional order, the plan of the optimal development of evolving systems, their genetic unity and heredity. Genom of the Word is carried by the elementary energo-material particle - vita-particle - that consists of the positively charged graviton and negatively charged antigraviton, harmonically, though contradictorily, interacting with the former. The structure of Genom of the World incorporates the regular dynamics of the systems’ development, amazing in its accuracy. Genom of the World manifests the basic idea of the World’s evolution, it is the code (cypher, scheme) structural-functional organisation and development of all World’s entities. Genoms of the World’s entities at different levels of evolution are derivatives of. Genom of the World unites cosmos into one World system subordinate to the Creator - the chief Hierarch of the World. Genom of the World forms the General laws of the World - invariable, true, interrelated, consubstantial, specific and all-embracing the World and all its entities.

The Genom of the World enabled to:

– to evolve the theory of the creation of the World that fully coincides with the biblical communication (Ioan, 1:1-3);

– scientifically prove the existence of God the Creator and His trinity;

– discover 16 theGeneral laws of the World;

– impart a new status of the laws of the World to several special laws, before interpreted as pertaining to the Earth only;

– among the laws of the World выделить 12 Fundamental laws based on structural-functional organisation of the Genom of the World and 19 Universal laws that follow from the Fundamental ones; the fundamental laws of the World are subordinated to universal laws of the World and all special laws in different fields of sience, including sociology.

– specify the laws established by the Creator i. e. social laws of the World;

– systematize the laws of the World;

– point out new nuances in the discoveries made by scientists in various fields of knowledge;

– discover rotation periods for Solar, Galactic and Universal nuclei around their axis, as well as rotation periods of the Sun at the Galactic orbit and jf the Galaxy at the Universal orbit;

– calculate the time of origin for the Sun, its sinodic and sideric rotation period at the Galactic orbit 5601 mln years ago, when the Sun came into being, the time of origin for the Earth (4744 mln years ago);

– prove the accuracy of the above calculations;

– to evaluate the year of 2003 as the turning-point in the life of the Solar system;

– scientifically prove the infinite existence of the World, both in the past and in the future;

– scientifically prove information and genetic unity of the World;

– show that science and religion interact and complement each other, which brings them to a new level of knowledge of the World;

– demonstrate that mankind, being a part of Cosmos, must organise its life on the Earth according to the World’s laws – it is only this prerequisite, that can future life and help intellectual human beings solve a variety of problems at the contemporary level of scientific and technological evolution;

and solve many other problems.

The laws of the World, discovered and systematised, bring our civilisation to the new level of evolution. Before the universal laws of the World were discovered, the civilisation on our planet can be essentially compared to a juvenile, now it has reached the age of youth, but to mature it must harmonise its relations with nature. It is because of this that we face the task of creating the conditions of human life on Earth that will ensure its prolonged existence and fruitful development. It has shown that morality is the objective indicator of the harmony between man and nature and universal laws of the World.

Having reached the certain level of development all reasonable planet’s civilisations must build their life governed by the General laws of the World, i. e. wisdom, respect and love to Nature, as well as members of their civilization. Violating these requiremets means death - first to individual human beings, then to thousands, and in long then, to the whole civilization, if no conclusions are drawn. The important constituent of the doctrine is the demand of the highly spiritual level ofpeople, their creative ability, considering environment protection and introduction of ecological, Nature-friendly, productiontechnologies.

Our civilisation enters a new turn of the evolutional development in accordance with the completion in 2003 of the third phase of the Universal evolution spirals and the full turn of the spiral formed by the rotation of the Galactic’s nucleus around its axis. It has been calculated that the sinodic rotation period of the Galaxy on the Universal’s orbit equals 315,49144 billion years (sinodic Galactic’s spiral - SGS), and the third phase of this cycle equals 76,746177 billion years. The time of the rotation of the nucleus of the Universe around its axis equals 424,38225 billion years, and the third phase of the spiral of the nucleus of the Universe (SNU), that is to be completed in 2003, equals 103,23485 billion years. The duration of the turn of the Galactic’s nucleus spiral (GNS) equals 433,56285 million years. What will the completion of these cycles signify? For the solar system this means that it will meet the secant planes, carrying negative (antigravitation) energy emittted by the nucleus of the Universe and nucleus of the Galaxy. This energy manifests itself in social conflicts, natural and technocatastrophys, which was proved by means of the method of the building of the evolution cone with the help of evolution constant C_e = 0,417897328... C_e was calculated using the formula С_e = P_q: (p - F). It is part of the Genom of the World. (The World has including many of universes.)

World complex systems, including civilisations, are in the state of natural cosmic selection. Civilisation cannot stay a cancer tumor on the body of its planet for a long time. If it does not find ways to harmonise its life with the planet and universal laws of the World, it perishes.

It is necessary to ensure conditions to instil moral values in children and youth, namely: 1) to pay special attention to preparation of tutors and teachers and select them by moral indicators; 2) to introduced in schools a new discipline “Fundamentals of the World and the mankind” showing the unity of the World, nature and universal laws of the World also the man in its; 3) to prohibit television and radio programmes promoting low instincts replacing them by programmes based on the principles of love of nature, indispensable moral values, human sympathy, humanism; the same applies to other mass media; etc.

According to universal laws of the World the creation of the united planetary state with the government elected from citizens, possessing high moral values and profound knowledge in different fields of science, industry, agriculture, economy, medicine, education, culture, jurisdiction with the spiritual education committee.

Несоблюдение константы золотого сечения между Законами Мира, общества, постижения – нарушение общей гармонии системы и болезнь её.

Нарушение квантовой константы Б.Астафьева – то же нарушение соотношения этих всех законов. И тот же результат.

Энергетическое несоответствие системы – её слабость или чрезмерный перекос в сторону созидания – тоже нарушение.

Перекосы, недостатки систем сказываются на её энергетических квантах и нарушениях её биополя.

Гравитационная составляющая, если недостаточно функционирует, т. е. не притягивает к себе положительные, потенциально положительгные, созидающие системы, тоже неполноценность.

То же и нравственность. Недостаток нравственности – перекос в сторону отрицательного потенциала и отсюда недоработки в творяще-созидающем направлении (потенциях) и её отторжение (системы) в целом при квантовом скачке, особенно при мощных отрицательных воздействиях, когда необходима мощная иммунная система (подсистема) у этой системы.
