In accordance with the Water Code of the Republic of Kazakhstan, the water - it's natural water reserves located within the state borders Kazakhstan to the surface water bodies, t. E. Surface watercourses and water bodies (rivers, reservoirs on them, streams, canals, lakes, marshes, ponds), inland seas, territorial sea of ​​the Republic of Kazakhstan and underground water bodies. Use and protection of water resources are regulated by the Water Code of the Republic of Kazakhstan.

Basic organizational and legal instruments to ensure the rational use and protection of water and at the same time the functions of government in this area is:

- Planning the rational use of water bodies;

- Setting limits water use (water consumption and disposal);

- Maintaining state monitoring of water bodies, the state water cadaster and implementation of state accounting of surface and groundwater;

- State examination of project documentation for the construction and renovation of commercial and other facilities affecting the status of water bodies;

- State control overusing protection of water bodies and compliance regime and land use their water protection zones;

- Implementation of the licensing of the use and protection of water bodies;

- Preparation, conclusion and implementation of basin acceptation restoration and protection of water bodies.

During operation of economic and other facilities affecting the status of water bodies, is prohibited:

- Discharge into bodies of water not purified and unclear in accordance with established standards of wastewater;

- To make withdrawals from water bodies, significantly affecting their status;

- Implement wastewater discharges containing substances for which no maximum allowable concentrations, or containing infectious agents.

Strictly regulated use of water bodies for wastewater and drainage water. Relevant requirements are contained in the Water Code of the RK and the Environmental Code of Kazakhstan. VC RK, in particular, prohibits the discharge of sewage and drainage water into water bodies:

-containing natural medicinal resources;

-labelling specially protected;

-to zone and district sanitary protection of water intakes;

-in the first and second zones of sanitary protection of resorts;

-to space tourism, sports and public recreation;

-to spawning and wintering valuable and specially protected species;

-to valuable habitats and RDB species of animals and plants.
