STUDENTS’ RIGHTS AND RESPONSIBILITIES

A university is a community of scholars whose members include its faculty, staff, students, and administrators. The basic purposes of the university are the advancement and application of knowledge. The most basic condition for the achievement of these purposes is freedom of expression and communication. A university always must strive to strike that balance between maximum freedom and necessary order which best promotes its basic purposes by providing the environment most conducive to the many activities of instruction, research, and service.

Being a student of a university is fun, but it does have its down side. For most students it is the first time that they have left home and is therefore somewhat disconcerting. A student, as a member of the academic community, has both rights and responsibilities. Within the community, the student's most essential right is the right to learn. A university has a duty to provide for the student those privileges, opportunities, and protections which best promote the learning process in all its aspects. Other students' rights are:

- to be informed about the degree courses together with the programme of studies in each case, the general criteria used for evaluation, the timetable of lectures and the objectives and syllabi for each subject, as well as exam dates;

- to know the group, lecturer and the official language used for instruction;

- to receive a high-quality theory- and practice-based education that is adapted to the programme of studies for the degree course they have chosen;

- to be evaluated objectively, ask for their grades to be reviewed by means of an efficient, personalised procedure and make any claims and allegations they feel are necessary;

- to participate in the quality assessment of both the teaching process as a whole and the teaching staff;

- to take part in the bodies that govern and represent a university, as well as bodies that represent the students themselves;

- to obtain the grants and scholarships provided for in the current legislation, as well as the financial aid offered by a university;

- to enjoy suitable health conditions in classrooms and laboratories.

Students of a university also have the following responsibilities:

- to observe state laws as well as university regulations;

- to perform the academic tasks to be expected of a university student;

- to respect a university’s assets and resources and use the facilities, materials and services in a proper fashion;

- to perform the functions they have been elected for in a responsible manner;

- to conduct themselves as a mature individual consistent with the university values and the highest standards of ethics.

A student also has responsibilities to other members of the academic community, the most important of which is to refrain from interference with those rights of others which are equally essential to the purposes and processes of a university. The student is not only a member of the academic community, but a citizen of the larger society, who retains those rights, protections, and guarantees of fair treatment held by all citizens, and which the university may not deny. The enforcement of the student's duties to the larger society is, however, the responsibility of the legal and judicial authorities established for that purpose (http://www.vps.msu.edu/SPLife).
